Requirement to return to Mass postponed in the Diocese of Dallas
In light of the recent surge in COVID cases and concern about the spread of the Delta variant, Bishop Edward Burns has postponed reinstating the requirement for Catholics to attend Mass in person in the Diocese of Dallas. The dispensation which waived this requirement had been scheduled to end on Sunday, August 15, 2021. Masses will continue to take place; however, the obligation to attend remains lifted.
Bishop Burns went on to remind those who decide to attend Mass in-person that masks are expected to be worn, especially in Dallas County, but parishes will not single out or draw attention to those who are not wearing masks at Mass.
DECREE DELAYING LIFTING OF DISPENSATION
In March of 2020, all Catholics of the Diocese of Dallas were dispensed from the obligation to attend Mass on Sundays and other Holy Days of Obligation (canon 1247) as a result of the COVID-19 Pandemic.
On July 15, 2021, I announced that this dispensation would be lifted on August 15, 2021. Unfortunately, in light of current circumstances surrounding COVID-19, I am delaying the lifting of that dispensation and so hereby revoke the decree of July 15, 2021.
Therefore, the dispensation from the obligation to attend Mass on Sundays and other Holy Days of Obligation (canon 1247) as a result of the COVID-19 Pandemic remains in effect until it is revoked by me or my successor at a future date.
Additionally, the requirements of the Updated Phase 3 Decree, issued on April, 21 2021, remain in effect, especially the following:
As pastors have had many months working through the pandemic and are best able to determine the needs and concerns of their parishes, it is left to the judgment of the pastors to make decisions concerning the following:
Maximum capacity requirements for Mass or other gatherings in parishes. While there is no diocesan-wide capacity requirement (either minimum or maximum), nor is there any requirement to leave every other row empty during Mass, pastors should establish a space (either a separate Mass time or a separated space in the church) that provides a fully socially-distanced environment for those with concerns about gathering.
Masking and other sanitary policies, with the expectation that masks be worn out of charity for others, especially in Dallas County, but parishes are not to single out or draw attention to those who are not wearing masks at Mass and other liturgical celebrations.
The frequency, gathering and seating requirements for any other event at parishes; pastors must remain mindful of the health concerns of their parishes and of the need to avoid unnecessarily large groupings of people.

En vista del reciente aumento de casos de COVID y la inquietud por la propagación de la variante Delta, el Obispo Edward Burns ha pospuesto restablecer el deber de los Católicos de asistir presencialmente a Misa en la Diócesis de Dallas. La dispensa que suspendió este deber estaba programada para terminar el domingo 15 de agosto de 2021. Las Misas seguirán celebrándose, sin embargo, el deber de asistir continúa dispensado.

Ya que los párrocos han estado trabajando durante la pandemia por muchos meses y son los más aptos para determinar las necesidades e inquietudes de sus parroquias, se deja a su criterio tomar decisiones relacionadas con lo siguiente:
Los límites de capacidad máxima para la Misa u otras reuniones en las parroquias. Si bien no existe un límite de capacidad establecido a nivel diocesano (mínimo o máximo), ni es un requisito dejar vacía cada segunda línea de bancas durante la Misa, los párrocos deben establecer un espacio (ya sea un horario de Misa determinado o un espacio separado en la iglesia) que provea un ambiente con pleno distanciamiento social para quienes les causa inquietud participar en reuniones.
El uso de cubiertas faciales y otras medidas sanitarias, con la expectativa de que las cubiertas faciales sean usadas como un acto de caridad al prójimo, especialmente en el de Dallas, sin embargo, las parroquias no deberán señalar o llamar la atención hacia a las personas que no usen las cubiertas faciales en Misa y otras celebraciones liturgicas.
Los requerimientos de frecuencia, reunión y acomodo para cualquier otro evento en las parroquias; los párrocos deben permanecer atentos a las inquietudes y consideraciones de salud de sus parroquias y a la necesidad de evitar agrupaciones de gente que sean innecesariamente grandes.

![]() On June 17th, Bishop Burns issued a statement with a reminder that the obligation to attend Sunday Mass continues to be suspended and that pastors should determine whether Sunday Masses can resume in their parishes bound by the requirements laid out in the Phase Three Decree released on June 17, 2020.
As a way to continue to support the spiritual life of Catholics in these difficult days, Sunday Mass will continue to be broadcast on local television stations sponsored by The Catholic Foundation at least through the end of 2020. Please note recent changes to the broadcast Mass schedule. Through the end of the year, the English Mass will be broadcast on KDFI Channel 27 at 11:00 A.M. and replayed at 12:00 P.M. The Spanish Mass will be broadcast at 8:00 A.M. on Univision 23.

A Word from Father Manny...
Dear St. Francis family, The war against covid19 pandemic is almost over, as some lock down restrictions have been lifted and churches of all denominations and beliefs are starting to open up giving us all back the freedom to express our faith once again to the one God, the source of every life and existence.
I attended a little gathering of pastors and ministers with our city mayor of Lancaster, a week ago, as the city has given us some face masks for our congregations, it was nice faith sharing with our mayor and other faith ministers about this world wide covid19 pandemic experience.
Sharing with each other confirms about what Pope Francis shared in his homily at the height of covid19 pandemic in Italy which he said “We have realized that we are all on the same boat being tossed by this pandemic waves and storms which we find ourselves disoriented, afraid and lost.” Though the government has given the go signal to reopen business, restaurants, malls and churches yet we are slowly opening our doors following the city and diocesan directives considering that the pandemic is not over and the world has not recovered yet completely.
Following the directive, we are on phase 2. We have just started officially our daily Masses Tues- day May 26, but we do not have regular weekend Masses yet. We will welcome our RCIA and RICA faith formation candidates to receive the sacraments of Initiation into the catholic church.
Next week we will celebrate the sacrament of Confirmation in small groups in the church as social distancing allows.
I am sorry that we can not go back to our normal gatherings as a community in the church. I will continue to pray for all of you. I have been missing you all. Soon the pandemic will be over as we continue to cooperate by following the shelter in place restrictions in trying to limit the spread of the vi- rus, since we don’t have control over it instead it’s the virus controlling us.
May God through St. Francis continue to protect and keep you in His care. Amen.

Querida familia de San Francisco,
La guerra contra la pandemia de covid19 casi ha ter- minado, ya que se han levantado algunas restricciones de bloqueo y las iglesias de todas las denominaciones y creencias están comenzando a abrirse, devolviéndonos a todos la libertad de expresar nuestra fe una vez más al único Dios, la fuente de cada vida y existencia.
Asistí a una pequeña reunión de pastores y ministros con el alcalde de nuestra ciudad de Lancaster, la ciudad nos dio cubrebocas para nuestras congregaciones, fue agradable compartir la fe con nuestro alcalde y otros ministros de fe sobre esta experiencia de la pandemia de covid19.
Compartir el uno con el otro confirma lo que el Papa Francisco dijo en su homilía de la pandemia en Italia, y dijo: "Nos hemos dado cuenta de que todos estamos en el mismo bote sacudido por estas olas y tormentas de esta pandemia que nos encontramos desorientados, asustado y perdido ".
Aunque el gobierno ha dado la señal de reabrir negocios, restaurantes, centros comerciales e iglesias, estamos abriendo lentamente nuestras puertas siguiendo las directivas de la ciudad y la diócesis, considerando que la pandemia no ha terminado y el mundo aún no se ha recuperado por completo.
Siguiendo la directiva, estamos en la fase 2. Acabamos de comenzar oficialmente nuestras Misas diarias el martes 26 de mayo, pero aún no tenemos Misas regulares de fin de semana. Daremos la bienvenida a nuestros candidatos de formación de fe de RICA para recibir los sacramentos de iniciación en la iglesia católica.
La próxima semana celebraremos el sacramento de la Confirmación en pequeños grupos en la iglesia según lo permita el distanciamiento social. Lamento no poder volver a nuestras reuniones normales como comunidad en la iglesia. Seguiré rezando por todos ustedes. Los he estado extrañando a todos. Pronto la pandemia terminará a medida que continua- mos cooperando, siguiendo las restricciones estable- cidas en el refugio para tratar de limitar la propagación del virus, ya que no tenemos control sobre él, sino que es el virus el que nos controla.
Que Dios a través de San Francisco continúe protegiéndote y manteniéndote bajo su cuidado. Amén.
